Energy Efficiency Financing Platform (EEFP):
BEE, since its inception, has been working on strengthening the importance of Energy Efficiency (EE) and the development and integration of EE measures across sectors. With time as the market got evolved and became relatively mature by government fierce interventions, the need of timely access of finance is realised. EEFP aims to establish a platform to interact with Financial Institutions (FIs), project developers and other stakeholders for the implementation of energy efficiency projects and accelerating energy efficiency financing.
Objective
The broader objective of EEFP is to create mechanisms which would help finance demand side management programmes in key sectors by capturing future energy savings as well as for capacity building of financial institutions and ESCOs/OEMs/ designated consumers. This shall also play a vital role in creating the awareness for BEE’s various energy efficiency financing schemes to boost the investment in this area.
Status & Achievements
1. Investment Bazaar:
Till date, 34 Investment Bazaar events have been organized by SDAs across various states in India. These include Andhra Pradesh, Arunachal Pradesh, Assam, Bihar, Chandigarh, Haryana, Odisha, Punjab, Madhya Pradesh, Maharashtra, Tamil Nadu, Telangana, Karnataka, Kerala, Uttar Pradesh, Uttarakhand. During these events EE projects with project cost of more than Rs. 2700 crore have been showcased.
2. Training Programme for FIs:
BEE launched training workshops for financial institutions on Energy Efficiency financing in June 2015 with Phase I (training of trainers). Phase II for individual training workshops was completed during 2017 to 2019. In Phase III, NPTI completed six training workshops (Nov 2022 to March 2023) for FIs on EE financing and more than 140 participants trained. Total 826 participants from 76 banks/NBFCs received training on EE financing from different parts of the country
3. Grading of energy efficiency projects:
Programme on Grading of Energy Efficiency Projects was launched in July 2021. BEE empaneled CRISIL and SMERA to prepare grading reports. BEE is running a project for reimbursing the grading fee of first 100 graded as well as financed Energy Efficient projects. FIs registered with the Facilitation Centre are eligible to seek benefit of this reimbursement of grading fee. BEE has signed MoA with IREDA, YES Bank, SIDBI and the Central Bank of India for this initiative.
BEE has approved First Grading Report of EE Projects for UE Press Tools prepared by the CRISIL, and SIDBI has financed this project. CRISIL has also prepared 2 more Grading reports for EE projects, which are financed by Central Bank of India.
4. MoU with SIDBI:
BEE signed MoU with Small Industries Development Bank of India (SIDBI) on 3rd November 2022 to promote energy efficiency financing for MSMEs and exploring IoT based solutions, Greening MSMEs, capacity building of various stakeholders, etc. Under this MoU, BEE and SIDBI launched a tool (http://sidbieetool.in/) called UNNATEE in National Conclave on 9th Dec. 2022 alongwith mobile app which can be downloaded from google play store at free of cost.
