Background :

Demand Side Management (DSM) programs help utilities to reduce their peak power purchases on the wholesale market, thereby lowering their overall cost of operations. Therefore, capacity building and other support is essential for the DISCOMs to implement DSM measures in their respective areas. In this context, Bureau of Energy Efficiency, Ministry of Power, Govt. of India has launched a programme for Capacity Building of DISCOMs since 2014. This has lead to the development of various mechanisms to promote DSM in DISCOMs as well as capacity building of their officials. The program was implemented in two phases. During FY 2014 -17, 34 DISCOMs had participated and during FY 2017 – 20, remaining 28 DISCOMs had participated as beneficiary under this program.  This program is further extended to provide the support to selected DISCOMs. 

Total 62 DISCOMs have participated under this program in pan India level. The Memorandum of Understanding (MoU) has been signed amongst BEE, DISCOMs and respective SDAs for implementation of activities under this program. The activities viz. carrying out load research, finalization of DSM action plan, conducting the Training of Trainers (ToT) programmes to create master trainers, capacity building of circle level officials of DISCOMs and providing manpower support to DISCOMs have been undertaken under the said program. Five Project Management Consultants (PMCs) were engaged by BEE for five regional zones to carry out the above activities.

Objective :

The objective of the programme is to strengthen the capacity of DISCOMs to carry out DSM measures in their respective areas. Following have been the major achievements so far under this program.

 

Achievements:

A. During FY 2014 - 17

  • 34 DISCOMs were selected for participating as beneficiary DISCOMs under this programme and Memorandum of Understanding (MoU) was signed with them.
  • DSM Cell has been established by these DISCOMs.
  • DSM regulation has been notified in 22 States for 34 DISCOMs.
  • Manpower support (1 technical & 1 financial) was provided to each DISCOM for facilitation of DSM related activities. This provision was continued for the period 2017-20.
  • Load surveys were completed for 30 DISCOMs and their DSM action plans were finalized. Based on the DSM action plan for DISCOMs had already implemented DSM measures in their jurisdiction.
  • National Power Training Institute was engaged by BEE to conduct training programmes for the officials of DISCOMs to create Master Trainers on DSM and Energy Efficiency. Under this programme, 504 officials of senior/middle-level management of these DISCOMs were trained as Master Trainers under Training of Trainers activity.
  • Four agencies were engaged by BEE to conduct the capacity building of DISCOMs officials of DISCOMs. 4718 no. of circle level officials of DISCOMs have been trained on DSM and Energy Efficiency for 34 DISCOMs under this program.

 

B. During FY 2017- 20

 

  • 28 DISCOMs have participated on PAN India level as beneficiary DISCOMs under this programme.
  • Dedicated DSM Cell has been established by 27 DISCOMs to carry out DSM activities.
  • DSM regulations have been notified for 24 States and 8 UTs. Remaining states are pursuing to notify their DSM regulations.
  • Five regional meetings for five zones (southern, western, north-east, northern, and eastern region) have been organized by BEE in association with SDAs for DISCOMs, SDAs and SERCs/JERCs to highlight the roles and responsibilities of officials of each stakeholder under this programme and to further understand the needs of the DISCOMs in-order to effectively implement the program.
  • BEE had engaged 5 Project Management Consultants (PMCs) to carry out the following activities under this program.
  1. Load survey was carried out for 27 DISCOMs and their DSM action plans have been finalized.  The Action plan have been submitted to DISCOMs for implementation at their jurisdiction.
  2. 28 nos. of training of trainers’ programs have been organized and 920 senior officials have been trained on DSM and Energy Efficiency.
  3. 91 nos. of capacity building of circle level officials of DISCOMs training program have been organized and imparted training to 3273 officials on DSM and Energy Efficiency under this program.
  4. Manpower support was provided to both new and existing DISCOMs for provide support to DISCOMs in implementations of DSM activities under this programme.
  5. DSM proposals for various DSM interventions have been prepared by the engaged PMCs and submitted to respective DISCOMs for implementation.

 

The Bureau of Energy Efficiency has requested State Designated Agency for conducting one day awareness workshops on DSM action plan prepared based on load survey conducted at DISCOMs for implementation of the said action plan. The senior officials from DISCOM, SDA, BEE, State Electricity Regulatory Commission/JERC, ESCOs/DSM expert may be invited during the said workshop for one-to-one discussion on prepared DSM action plans for smooth implementation along with the complete financial mechanism at DISCOM.

The objective of the said workshop is to encourage DISCOMs to implement at least 50% of the identified DSM measures in DSM action plan prepared by BEE. Therefore, one to one discussion for 1 day workshop has been proposed by BEE for each of DISCOM and requested SDAs for conducting the same.

BEE is intended to continue the manpower support and technical support to selected beneficiary DISCOMs for implementation of identified demand side measures at DSM action plan. Carry out the study of non-star/in - efficient distribution transformers at selected DISCOMs for replacement to BEE’s 5 - star distribution transformer under this program. The zone wise agency/s will hire for carrying out the above-mentioned activities under “Capacity Building of DISCOMs” program.
