Objective

In order to build and strengthen the institutional, technical and financial capacities and capabilities of the SDAs for undertaking energy efficiency activities at the State level, BEE provides financial assistance to the SDAs under two major components cited as below.

  1. Providing financial assistance to the State Designated Agencies to coordinate, regulate and enforce efficient use of energy and its conservation sda-in-india
  2. Contribution to State Energy Conservation Fund (SECF)

Background

The Energy Conservation (EC) Act 2001 mandates creation of a two-tier organizational structure to promote the efficient use of energy and its conservation in the country with Bureau of Energy Efficiency (BEE) as the nodal agency at central level and State Designated Agencies (SDAs) as nodal agencies at State / Union Territory (UT) level. Section 15(d) of the EC Act stipulates that the State Government / UT Administration may designate any agency at the State level to co-ordinate, regulate and enforce the provisions of the Act within the State/UT.

All 36 States/UTs have nominated a SDA in their respective State/UT. These agencies differ from State to State with 16 States designating Renewable Energy Development Agency, 7 States designating Power Department, 7 States designating Electrical Inspectorate, and 4 States designating Electricity Distribution Company (DISCOM) as their SDA. Besides, 2 States viz. Andhra Pradesh and Kerala have established Standalone SDA that are working exclusively in the field of energy efficiency and energy conservation at State level.

Powers of States and Roles & Responsibilities

Section 15 of the EC Act provides certain powers to State Governments and also defines roles and responsibilities of SDAs in facilitation and enforcement of efficient use of energy and its conservation at State level. Some of these powers are as follows:

  • To amend the energy conservation building codes to suit the regional and local climatic conditions and may, by rules made by it, specify and notify energy conservation building codes with respect to use of energy in the buildings;

  • To direct every owner or occupier of a building or building complex being a designated consumer to comply with the provisions of the energy conservation building codes;

  • To direct, if considered necessary for efficient use of energy and its conservation, any designated consumer to get energy audit conducted by an accredited energy auditor in such manner and at such intervals of time as may be specified by regulations;

  • To take all measures necessary to create awareness and disseminate information for efficient use of energy and its conservation;

  • To arrange and organise training of personnel and specialists in the techniques for efficient use of energy and its conservation;

  • To take steps to encourage preferential treatment for use of energy efficient equipment or appliances;

  • To direct, any designated consumer to furnish to the designated agency, in such form and manner and within such period as may be specified by rules made by it, information with regard to the energy consumed by such consumer; and

  • To specify the matters to be included for the purposes of inspection for ensuring compliance to the provisions of EC Act.

Highlights of the Programme

Implementation of various EE & EC projects/endeavors by SDAs during the period from FY 2017-18 to FY 2022-23 has resulted in the following major achievements-

  • Around 500 demonstration projects mainly in areas of street lighting, water pumping, buildings’ retrofitting, and waste heat recovery have been successfully implemented by the SDAs. Further,SDAs have also implemented demonstration projects on Space heating in Govt. buildings and on Clean/Electric Cooking in Govt. Hospitals and Anganwadis across their state/UTs. these projects have been successful in facilitating most of the state governments in replicating the demonstrated technology through concerned departments/agencies thereby resulting in cascading beneficial impacts. Moreover, as the projects were implemented across various buildings targeted in remote areas, it helped in creating awareness among the people and impacted their behaviour to adopt energy efficient technologies.

  • More  than 5,000 Government Schools across the country have been benefitted from the replacement of conventional luminaries with LEDs and conventional fans with energy-efficient fans therein. As the projects were implemented across various schools and many schools located in backward areas were targeted, it helped in creating awareness among the students and teachers and impacted their behaviour, especially students for their acceptance at a young age, to adopt energy efficient technologies. It is estimated that over 20 lakh students and their families have been benefitted through these programs across various states.

  • About 700 villages across the states were included under the “Model Energy Efficient Village Campaign” implemented through SDAs.

  • 28 SDAs have initiated implementation of EE measures as pilot projects in about 220 Government Hospitals across the country, out of which, implementation has been completed in 110 no.'s of hospitals.

  • The SDAs have also been involved in activities/projects like innovation challenge, research, etc. 10 states have collaborated with educational / technical / research institutions and therefore, come up with feasible energy efficiency proposals that are implemented at state level periodically.

  • More than 2,500 physical/virtual workshops / capacity building programmes involving Energy Managers / Energy Auditors, Industries / Designated Consumers (DCs), Energy Service Companies (ESCOs), DISCOMs, SERCs, building professionals, architects, engineers, developers, equipment / appliance manufacturers, Urban Local Bodies (ULBs), Financial Institutions (FIs), farmers, pump technicians, government officials, etc. have been organized by the SDAs. These workshops have been successful in disseminating information on various energy efficiency programmes and initiatives to various demand side consumers. More than 1,00,000 persons have been trained and made aware about latest developments in the domain of energy efficiency and their beneficial impacts. Additional beneficial impacts of these workshops are 1) enhanced awareness and behavioural change, 2) creation of energy efficiency knowledge base and work force, and 3) faster adoption and up-scaling of energy efficiency interventions.

  • 6 states have incorporated modules/chapters on EE & EC in school / college / university education curriculum whereas other 7 states are in advance stages of development and subsequent approval of appropriate content on EE & EC in English and local dialects for its inclusion in school / college / university education curriculum.

  • As on date, Energy Clubs have been established in more than 12,500 schools across the country wherein awareness dissemination amongst school children is undertaken by organizing debates; quiz programs, etc. thereby encouraging participation of young ambassadors and ultimately, their families too in the energy efficiency movement. It is estimated that more than 30 lakh students and their families have been benefitted from this initiative.
